Supervisory Human Resources Specialist

This position is located within the Bureau of Intelligence and Research, Office of the Executive Director (INR/EX). This position serves as INR's senior HR advisor, providing strategic direction for Civil Service and Foreign Service personnel programs while managing Intelligence Community (IC) initiatives including the Joint Duty Assignment Program and representing the Department on IC interagency forums.

Advises Bureau Assistant Secretary, Principal Deputy, Deputy Assistant Secretaries, and Executive Director.

Serves as lead subject matter expert on Title 50 Excepted Service personnel system providing authoritative guidance to management, supervisors, and employees.

Manages Joint Duty Assignment Program and Intelligence Community (IC) recruitment programs.

Evaluates and recommends improvements in HR policies, programs, and operations while advising senior officials in the Bureau, Department, and IC on complex HR issues and recruitment strategies.

Performs supervisory duties and personnel management while determining staff requirements and managing program structure changes.

Represents Department of State on Intelligence Community interagency forums to develop IC wide HR policies and coordinate workforce planning initiatives.
